Step 1: Cook the rice
- Add rice and chicken broth to a saucepan. Bring to a boil, cover, reduce heat, and simmer for 15–18 minutes until the rice is tender and the liquid is absorbed.

Step 2: Add butter and cream
- Once the rice is cooked, stir in butter and heavy cream while the rice is still hot, letting everything melt smoothly.

Step 3: Mix in cheese and seasoning
- Add Parmesan cheese, garlic powder, salt, and black pepper. Stir gently until the rice becomes creamy and evenly coated.

Step 4: Garnish and serve
- Remove from heat, sprinkle with fresh parsley if using, and serve warm as a comforting side dish.
